We are seeking a highly motivated and experienced Project Manager to join our Job Order Contract (JOC) Division based in Tucson, AZ. Key Qualifications

  • Proven experience managing Job Order Contract (JOC) projects

  • Broad technical knowledge of infrastructure work: flood control, paving, riprap, walk paths, wash cleanouts

  • Demonstrated career stability in previous roles

  • Asphalt experience is a plus


Primary Responsibilities

Estimator Duties

  • Develop innovative and cost-effective project approaches

  • Conduct detailed risk assessments and prepare accurate cost estimates

  • Thoroughly interpret and understand project plans, specifications, and scope

  • Supervise and mentor Project Engineers/Assistant Estimators in:

    • Sending RFPs to subcontractors and vendors

    • Performing quantity take-offs

    • Reviewing subcontractor/vendor quotes

    • Preparing for and participating in project hand-off meetings

Project Management Duties

  • Manage the entire project lifecycle, ensuring coordination across internal teams, subcontractors, and clients

  • Attend and lead project meetings, facilitating clear and effective communication

  • Monitor and enforce safety, quality, productivity, and schedule adherence

  • Track project job costs and prepare monthly financial forecasts

  • Process pay applications and resolve project-related issues

  • Guide and support Project Engineers in:

    • Reviewing subcontractor pay applications

    • Preparing and submitting change orders

    • Managing RFIs

    • Completing project closeout documentation

Project Scope May Include

  • Infrastructure: Highways, bridges, roadways, underground utilities, concrete, earthwork, and paving

  • Utilities: Water/wastewater treatment plants, reservoirs, and booster station projects

  • JOC: Fast-paced, multi-scope public sector projects with government or institutional clients

  • Development: Site preparation and infrastructure-related development work


Physical Demands & Work Environment

  • Lift and carry up to 50 lbs on active construction sites

  • Work both in the office and field, including outdoor environments and various weather conditions

  • Exposure to dust, noise, heavy machinery, and uneven terrain

  • May occasionally require extended hours to meet project deadlines
